On 1 December 2022 the Directorate-General for Research and Innovation of the European Commission launched a public consultation on the past, present and future of the European research and innovation programmes from 2014 to 2027. The consultation seeks input from stakeholders to help evaluate the performance of Horizon 2020 and of Horizon Europe (so far), as well as shape the strategic orientations for the Horizon Europe Strategic Plan 2025-2027.

The deadline to provide feedback is 23 February and the EC has asked for members of the EU research and innovation community to share details of the consultation with their networks and contacts.

As explained in their background information, the public consultation allows participants to:

  • Point out the achievements and shortcomings of the previous EU research and innovation programme Horizon 2020, its relevance and the procedures associated with the application process and funding management;
  • Express views on Horizon Europe’s design and implementation up until now;
  • Identify future priorities for Horizon Europe’s Strategic Plan 2025-2027, providing inputs on emerging research and innovation needs, on synergies across EU programmes, etc.

Participants can reply in any EU language, and questions are accessible in English, German and French. The consultation has both multiple-choice and open questions, and stakeholders are invited to submit position papers.
